Q: What’s best way to protect the adapter from the rain if outdoors ?

No they can't be opened. First set I got done same thing. They said I had to return it and they sent me another set. So far the new set hasn't got any water in them.

Q: Can these lights be turned on when I am away from the house (out of town)?

The Bluetooth connection should keep the phone and the light in a short range, but if the Spotlight is connected to Wifi, it can be controlled anywhere.
