Q: Is this really only rated down to 70%? What happens if the temp gets down to 55%?

What kind of question is this. Of course it is fine at 55. Standard pressure judgements are taken at standard temps

I don't know what kind of heat is coming off your dishwasher, just run it below the dishwasher tub. There is plenty of room where it won't get remotely hot. If you have to put it behind the tub, just put some fiberglass insulation between the tubing and tub.

Q: Will this work to pump chlorine to my well? Will it handle a chlorine?

I think it would be OK, chlorine doesn't seem to bother plastic.
