Q: can you set the alarm to ring at two different times?

No, at least not on my watch or have been made aware

Q: Can this be modified to fit a child?

I don't think so I have a small wrist and I couldn't make it small enough and it was pretty heavy, so unfortunately mine went back

Q: Is it waterproof? Not water resistant, waterproof? Can i submerge it in water?

Life waterproof, for example: wash hand, raining, sweat etc. It's not go under water and swim.

Q: Is there any way to lengthen the watchband?

Maybe if you bought two you could legthen it. They come apart to move the colors how you want them so you should be able to add more, they don't come with extra pieces though to make it longer.
