Each bag comes separately, you would have to order two if you wish to have a pair.

Q: Does it have a hard back to prevent the gag going into the wheel.

The back fabric has a support plate inside, it won't go into the wheel

Q: will it fir a laptop and a lunchbox (for commuting to work)?

Yes it will fit both, but my laptop cannot go in its protective bag when in the pannier. It has one fold over on the top of the bag when containing the laptop so it is just about waterproof. Seems fine though.

Q: Is this bag suitable for laptops?

My iPad fits in the bag nicely. It depends on the size of your laptop
