Q: Is it pre primed with oil so my paint wonr dry into it really fast?

Any wood pallet works best if you use a quality varnish for wood on it before you use it for your paints. If the pallet is raw wood, sand it lightly before you varnish it. Then apply a light coat of varnish. Let it dry completely and after it is completely dry, put your selected paints on it. After use, scrape old paint off with pallet knife, and clean with a little turpentine.

Q: how easy is it to clean

This product was a gift for a friend, so I am not sure how well it cleaned. The pallet was wood, so i assume it would stain but clean most colors well.
