Q: Has anyone used this as a setting powder all over on top of BB cream?

I wouldn't recommend this for setting powder. It works, but I find that it applies very sheerly (because the "baked" powder format) and then breaks down/disappears quickly. If you want a luminizing talc-free setting powder, there's a cheaper one from Pacifica.

Q: Which of the 2 would be better for asian (philippines)- tannish complexion not light like korean,chinese, or japanese?

Depends what you want it for. For a very fair complexion, the light shade works as a setting powder and the darker shade as a bronzer or nude blush. For a medium-tan complexion, the darker shade could work as a setting powder and the lighter shade as a very subtle highlight.
