Q: Would a 5' 3" 115lbs person fit?

No, this is a child's tricycle and is not made to support an adult-size individual. For reference, my daughter is 3 ft. 7 in. tall and weighs about 42 lbs. We have adjusted the seat to the farthest setting to accommodate the length of her legs, and her knees will soon be touching the handlebars. The seat flexes with the force of her back against it as she rides. Neither the size, nor the weight limit would accommodate an individual of the size you indicate.

This just happens to me also and I just purchased this item. The seller must reply to send a new piece out or I will have to return the entire item
