I just looked at mine, its metal.

Q: Is the Fantech 4 inch , FG 4 variable speed?

I think you need a separate variable-speed controller for it. We have a Fantech fan which came with a cord and plug, and got a speed-control switch that plugs into the wall outlet, and the fan plugs into the speed-control switch.
