When its plugged to charge, there should be a red light to show that it’s charging. If there’s no light, then it must be faulty so get in touch with the seller for replacement or refund

It is mouldable to the handle yes. I'd recommend placing it further inside of the scooter though; if you're going over bumpy terrain; it will slowly move it's way to the edge before falling off the handle.

The most satisfying shopping, the fan is small, very flexible, adjustable in 3 gears, the wind is very strong, and the flexible 3 feet have strong grip,

Leave it to charge either all day or overnight minimum, more if you can and ensure the charging cable is properly connected. If I had to guess the battery type it's either triple or double A
