It comes with the dress!!! I wear a large but I got a medium dress, I’m glad I did because the large would have been too big especially with the top and shorts!!! Hope this helps

The material is great for the dress itself. Not sure scratchy. Stretchy. So you probably could size down if you wanted. The under material is very stretchy. So you may want your own under garments if you want something tighter. I weigh 265 and I bought an xl. It compliments the body well
