Q: What is the weight limit for the buckles? I.e. will they support a 13 lbs camera set up? How about 11 lbs?

There is no specified weight limit for this item however it will hold just about any SLR. :)

Q: does it have to be unhooked to take a photo?

have not used it yet but it should be able to photo without unbuckle

Q: I want to hold a lumix 7 while i ride my motorcycle. the jacket is a little bulky with some shoulder armor. will the straps be long enough?

Both buckles are not the same size, unfortunately. You would not be able to plug the shoulder strap into the harness strap.
