I believe that it won’t as I have brown hair and it didn’t show on my hair

Yes we did but I think damp hair would be ok as well.

Q: is there a age limit i want to put it on my 3 year old

There isn't an age limit on it. But when it tries it flakes constantly and I found the bits can cause discomfort and eye irritation. Although my 7 year old at the time said he was fine.

Q: Would one tube be enough to cover a toddlers hair for a party ?

One tube would definitely be enough for one toddler! We bought it and have lots left after doing x2 kids.
