Q: Can each plug be individually controlled via homekit?

Yes, you can. Please note: USB ports are controlled together as one.

Q: Is this one wifi connection to a router or 4 wifi connections?

It is a single connection to your wifi router. The you use either the Meross app or (as I have done) Apple Homekit to setup and control each of the outlets individually.

Q: Can this be conected and used with both Apple homekit and Google together?

I'm not sure It's a yes as I have Alexa and Siri both connected at the same time too. All other accessories can work with multiple ”smart” homes at once. Just, Keep in mind that USB ports can't be controlled by voice.

Q: can the sockets be set to come on with a slight delay between each socket when power is applied to the strip.

I can only speak for Apple HomeKit as this is the home assistant I am using. You turn the power strip on and connect it to your smart home app of choice. Once paired, you can individually control each socket through the app. You can set Shortcut actions (Apple's terminology, I'm sure the other assistants will have something similar) to switch individual sockets on and off using time of day or dusk and dawn etc. You could set a shortcut to run at 7pm to switch socket one on to power your Christmas tree and set a different shortcut to run at 9pm to get the corner lamp to switch on. I hope this all makes sense!
