I have no idea what these are actually for, but I've been looking for exactly this part to allow me to refill my swiffer wet jet canister. I used a 7/8 spade bit and a utility knife to clean up the hole and widen it a bit (a file probably would have been better but didn't have one). The plug fits well and the included gasket definitely helps since my hole is not the cleanest cut. This worked great with the mini canister that comes with the wet jet, but the larger replacements have a recessed top. It also worked but didn't seal nearly as well. Not a huge problem since the hole is on top of the canister, just be careful.
