Q: What does 4circles mean

The patches come in different shapes. So 4 circles mean 4 circular shaped patches.

Q: Can these be cut to fit need?

These liners come in a couple of different sizes. Because they are constructed of two (2) layers of material I would NOT recommend cutting to fit. In my case I found they did a good job of overcoming a friction issue that was causing my skin to blister.
