Just guessing here (since I'm just another consumer who purchases this regularly) -- they've had issues in the past with supply, so they may be trying to limit the number of packages you're allowed to order to 4 in order to prevent stockpiling/etc. But again, I'm just guessing.

Q: when is the date in produced and how lang is the quality guarantee period?

The boxes I received were pretty fresh. I compared the "best by" dates on them to ones I'd recently purchased at a local supermarket and they were within a week of each other.

Q: Do people actually pay $15 for a $4 box of cereal?

The simple answer is yes. The complicated answer is the product is purchased, mailed in, sold, shipped again, and we pay fees to Amazon for the privilege to sell on their platform.
