Yes, I have a daughter who's 13 and a son who's 6. They both use it. My son hit's baseballs off of it and my daughter uses it for softball.

Why won’t my tee lock in place?

The tee should “lock” in place. Not sure of the internal pieces, but it should not drop or lower by itself.
