would this be appropriate for kids (toddlers and up) to use while adults play on a regulation sized board? or is it really just meant for table top?

Yes we used it for my 6 year olds spring carnival and it was the perfect size. All the kids loved it.

What distance do you set your boards up?

I don't use this for anything other than my own amusement. I throw from a distance of anywhere from 7 to 11 feet.

Do they sell replacement bags? 5 out of the eight had holes first time playing. We already had to make our own springs bc they were never sent

I am sure you can get new bags. We got some at our hardware store. I am sure Amazon would have them. I don't know what you are referring to about making your own springs.
