Can the sleeve be removed?

Yes it can, it just peels off and on easily.

Can a caribiner be used on the finger loop?

The loop is not very substantial. I've only used it so far to carry it with my finger. I'm not sure I would hook it to anything, but perhaps a small lightweight carabiner might work.
