I'm not sure if it's durable enough to fit on a hose barb, are you thinking of using it for water intake for your washer? Yes, use a screwdriver. Insert the screwdriver in the slotted head and turn while feeding the other end into the slot below the bolt you're turning. This will engage the slots and the strap will tighten. Try it once without the hose so you get a sense of what's happening, then put the hose clamp back on the hose and tighten. I ordered the drain hose and it was a very good hose. I realized I could not use it because gravity is needed for the small hose to work. So that small hose has to be down regardless of which hose is attached to iexample: draining into the basement floor.
