I have a 1960 triumph stating sae90 hypoy gear oil for gearbox, will this be ok?

Hi, yes should be, it went into my 1971 Midget which the manual stated the same as yours, hypoid 90. It’s good quality oil, I have just put Liqui Moly 20/50 into the engine too. Hope this helps,regards,David.

Can i use this in a mobility scooter transaxle

Possibly, but check with the manufacturer first. You may be able to find a manual online.

Can i use this in a 8hp 2 stroke outboard gears

I use it on my 4 stroke outboard 8hp motor gearbox as recommended by motor manufacturer. I see no reason for it to be any different for 2 stroke.
