How far out is the expiration date?

1.5-2 years out from when I got it. If you keep it cool and dry they are good for many years. I keep them double sealed in plastic bags in the fridge. It's not called an "expiration" date for a reason it's a best by date.

Did someone checked the weight ? Its it really 16oz as stated on the bag ? Shipping weight is 14.4 oz , how can that be ?

Just make sure that you use a LOT of parsley. I underestimated exactly how much a pound of dried parsley flakes is. So whether it's 16 or 14.4 point being there is a lot of it. I use parsley quite often and I will have parsley for years.

How would this be prepared as a tea?

You can either steep it in hot water as is and then strain it, not strain it, or you can buy tea bags, wrap it in cheese cloth, or purchase metal tea bags or an infuser. You can google specific instructions on how to steep this as a tea, but you really just need hot water and time.
