I just installed these shocks and have less than a thousand miles on them. Should they be allowing the car to bounce down the highway?

No they shouldn't, not at all. I would check and make sure they are the correct ones for your car. If you hit a bump driving down the highway and the car continues to go up and down that's the sign of old shocks and they need to be replaced. you only have a thousand miles on yours so they should not be doing that at all.
