How big should my tiger oscars be before they are considered too big for tubifex worms???

I would say 2"+. I would feed them thawed frozen tubifex worms instead of the freeze dried variety. You have to soak the freeze dried worms before feeding. What I do to feed my small tropical (1/2" - 1") fish is take a small piece of the dry worms and soak it in a bottle cap, stir it to loosen them, then pour it in the tank. The fish go crazy for the worms. I only do this once a week or so.

How do you know these are free from parasites? we

This food is sterilized under UV light during production which kills any parasites. Don't overfeed, this food is freeze dried and will expand when wet.

Can i feed this to my neon tetra?

Of course these are a great feed, lots of fish love them.

can i feed this to dwarf crays and fresh water shrimps

Mine like it if they can catch a little chunk. I would suggest not breaking up the cube too much so it sinks.
