Yes! It fit perfectly under my seat! Never even got stopped. We flew American and delta

Can you wash it on washing machine?

I have not washed mine but I don't see any reason you wouldn't be able too. I would just do a gentle cycle and maybe air dry or tumble dry. The bag material is good quality and well made.

What material is outside bottom of bag?

The material is a sturdy nylon. It’s thick but smooth texture and very durable. This bag is my perfect go to bag for whenever I go out of town! It’s a 1000% buy!!!
