No, Not Legal. Blinking running lights are not legal in most jurisdictions. Blinking usually reserved for emergency vehicles only. So simply don't connect the running lights-- or you will probably get pulled over. Otherwise good, brake light is bright enough (remove tint though), sequential turn signals very good. I don't like the emergency flasher operation, light spreads from center and I wonder if that's legal. Hope the cops are OK with it. This is a great safety add on, enhancing visibility of brake lights for inattentive drivers behind you. If it saves a second of reaction time by them, it could prevent a rear-ender. Well worth it.

No it won’t. It have some sort of smart chip. It is activated by anyone of the other signal wires. ie the brake, turn signals or the hazard lights. Otherwise no power consumption.

it's better to mounted inside the window

You just don't hook that wire up leave it unhooked. Mine isn't blinking at all
