The Perfect Balance of Quietness, Air Pushing Capability, Long Term Reliability, & Price
The P12's are simply the best 'all round' fans on the market, short of going for ones so over the top that they sound like a hair dryer on a bad day. Extremely quiet due to careful design of the motor and fan blades, yet more than capable of dumping *more* heat out of water cooling blocks and cases than noisier, far more expensive fans can muster. They could easily charge a lot more for these, but they don't.. which is nice.Second pick after these would be some of the bequiet! range, which offer exceptional value, albeit arctic still beats them on all round performance. No need to spend top dollar on certain other big brands, these do the job perfectly.

Quiet and effective
Bought 2 to cool a dense heatsink on a graphics card. At 100% RPM they create very little noise and can barely be heard when in a case, as quiet or quieter than the pricier Noctua fans while pushing a very good amount of air.

ARCTIC P12 PWM PST CO
I brought 5 of the ARCTIC P12 PWM PST CO till fill out a new PC case. The daisy-chainable connectors, good price and high ratings were what sold it. It has to be said though that the resonance is actually atrocious, not entirely the fans' fault, just physics, and fixable at extra cost (note that they're daisy chained so it's not just a matter of setting different fan speeds.). The one I have on the back of the case started rattling out of nowhere, which is disappointing (poking it a bit seems to fix it for now). But otherwise they are pretty quiet in themselves. Decent for £6 a pop so can't complain too much, will replace them all eventually though.

Faulty, make a horrible clicking noise
Got two of these, they seem to make a horrible clicking/grinding sound. Wouldn’t recommend.

Low temps and silence
I have these set to run at 600rpm whilst the pc is at low load, silent, they will operate at 200rpm minimum. When the machine is under load they ramp up to 1200-1400rpm, they start to get audible at around 1200 rpm but it is minimal. They perform very well and keep my case internals cool
