Can this be used outside under a covered porch?

As long as the foot doesn't get wet, it should be okay outdoors. I would be concerned with spotting. The only other concern would be exposing the enclosed batteries to moisture. It's a beautiful table!

Can the table post be cut down to make table shorter?

it actually can be cut down. it's not meant to be but the chrome is just a tube and so if you are comfortable making the straight cut you can do it. Down the center is a threaded rod that screws into the top disc area where the battery tray is for the LED's and then the tube goes around that rod then insert through the base and a lock nut & washer are on the bottom in the concave part of the base. So after cutting the chrome tube you'll just assemble it in order to see what the appropriate length for the rod would be after you have it threaded at the top and what is needed for the nut on the bottom.
