Hi, Wren. This energizer can be used with net fencing or single wire. It is a low-impedance energizer (pulsing), so you're good to go either way.

Q: I want to run this about an inch above a privacy fence to deter squirrels. Will it zap birds too? I don’t want it to.

No it won't. It won't zap squirrels either. The top wire is positive only. You have to complete the circuit by touching the ground as well. Same reason birds and squirrels can touch the power lines above us and not die.

Q: Can anyone help? I hooked it up, ground rod then single wire along top of wood fence for feral cats, and I can barely feel the shock??

The electricity only shocks when it is able to conduct through something to ground out. Once you put the wire onto the fence, it is far from a ground and loses its voltage capability. It doesnt have a ground to complete the circuit and shock anything. You need to run another ground wire on the fencing under the hot wire (can even just be stapled or draped on the fence basically) and when they combine the ground and the hot, it should complete the circuit and get a lot more voltage to deter anything from being on the fence. Otherwise you will run into the same issue as birds landing on hundred of kilo volt utility lines. They aren't grounded so no energy goes through them to ground and there is not shock or electrocution.

If installed properly with a good grounding system, it will assist in keeping dogs out of your chicken coop.
