What is the material used for heating? I felt like water , not viscous enough to be gel .

Yes it is water and most of them are very poor quality .. twice thrice the nozzle broke and hot water gushed out ..burning my back.. since I use it for backpain. I have tried very many suppliers .. most of them sell sub standard stuff.. with health hazard.
