Does this paint stay kind of tacking? Can you peel it off the window and put back on like a cling ...like the 3D Wonder paint crafts?

Although I am not familiar with the 3D Wonder paints....yes, you can peel this paint off and re-stick it, but you must be careful not to stretch it to keep its shape. It must be completly dry to do so.

I am making bottle lights (wine bottles with tiny lights inside) and want to add a design on the outside-can I use this paint to do that?

Sure...you need to use the leading ( either liquid or pre-cut strips) to create your design and then paint inside lines. If the design is small, you may get a better result painting it onto a plastic sheeting first and then peel and stick it to the glass if painting on a curved surface is too difficult. Best of luck!

Can these paints be used to paint 25 watt filament light bulbs? I'm looking for translucent paint to make decorative bulbs.

If you desire the absolute best and most gorgeous translucency, I recommend the brand DecoArt. I've used various brands of glass paint for about 10 years and in my opinion DecoArt gives the best and most satisfying results if you're shooting for brilliant color PLUS translucence. (I love your idea regarding the light bulbs!) Another idea would be painting the little night lite bulbs as well! Christmas, Easter - the list is endless...
