Is this exactly the same recipe as the food in the old packaging? My dog won’t eat it any more.

My dogs haven't noticed a difference, I just assumed it was the same. You might be better off contacting the manufacturer directly. The customer care line should be on the packaging next to the barcode.

Is this product low in purines and suitable for a Dalmatian?

I'm afraid I don't know if it's low in purines you would need to ask the manufacturer. We have been using this brand for a long time and find it excellent. We used to have a Dalmatian so know that they need plenty of fluids, wet food might be better. We use Nature's Diet wet food along with Vet's Kitchen dry. We also use Vet's Kitchen treats as they are natural too without artificial colours and flavours.
