These are gray market goods
The package says that these refills are meant to be sold only in India. They seem to have been diverted to the US market, a practice called gray marketing. Gray marketing takes advantage of different prices for different markets. It’s arbitrage basically. It’s unethical, probably is not illegal.That notwithstanding, the goods appear to be of first quality and the price is right.
