the product is a bit cheap-feeling, and when you blow it, it doesn't whistle. Makes less sound than a dog whistle. Not sure if maybe that was the point? and birds are supposed to hear it? but I tried it on my conure, 2 budgies, a pet pigeon, and my chickens. They ignored it completely so I'm inclined to say it doesn't work.
