This appears to be what it claims. Get two and a reverse male:male converter to marry 2 for an highly variable ND filter w/some vignetting. It helps protect the lens on a Nikon Coolpix p7700, reduce sky glare from air polution haze, and saturates colors some, depending on the lighting. It's most effective if the sun/light source is 90 degrees to the direction you're pointing the lens. These work because there's a 1/4 phase polarized filter married to a full phase filter. Wikipedia has a very enlightening animated drawing demonstrating how the optics works for a CPL. The glare this eliminates including reflections from windows/glass surfaces can be very useful for some photos. It's a mid-price range quality optic.
