Can i use this to patch a hole created by anchors and then put a new anchor through it?

No you can’t, you will most likely start to bend the thin metal sheet and mess your drywall patching

Yes you can or use a smaller patch

I did and worked just fine, make sure you feather it pretty wide and it’s not noticeable
