for these 1 inch spacers will the original bolts of the vehicle have to be cut? Won't there be a leftover bolt getting in the way?

my lug bolts did not need to be cut. nuts and bolts tucked into the holes in the spacer just fine and did not interfere with the wheel fitting flush on the outside of the spacer.

Will these fit a 2001 Chevy Tracker?

I put them on a 2000 Suzuki Vitara with 16 inch wheels. I believe Chev Tracker is the same , but are the wheels 15 or 16 inch.

what is the warranty period and where is it made?

The adapters are well machined and worth every penny. I don't remember where there made or warranty info.
