No, they have flexible rubber tips. They would not likely penetrate paper, and definitely not styrofoam.

Both bows are not aligned. The strings & bow arc are ~1" off center making lining up the arrow difficult with one hand. Is this common for others?

it may be that yours is defective, in my case they are very well made
