Q: Can this be directly add to an emerald green base coat to make it pearl Metallic

You can try it but many times when you add pigment to an existing color of paint you tine that color.

Q: Any idea what this would look like over blue ?

It would be blue with a green shift , I think. I haven’t seen it over blue.

Q: Does this color shift based on lightning, or do you only get 1 color or the other depending on the base coat??

The best color shift is over a black base coat. It is just a 2 color shift from blue to green and is a dark change. Chameleon pearls give more of a "flip" in the light. Nightshades are dark and subtle.
