Can this gpu run games and stream at good fps?

If it helps compare, the rx550 (depending on the exact model and the game played) in typical performance it's below a GTX1050ti. It sits between nvidia's GT1030 and GTX1050. You'll be able to stream fine, play classic old games well. More modern-ish era games like Fallout 3 and Oblivion will still be ok at 1080p with medium settings, but say Fallout 4 and Skyrim will need low settings. You won't be able to play AAA games like Cyberpunk. And don't forget your cpu will also affect gaming. Games from about 2015 onwards really need a quad-core processor or better. There's an exception to that in the i3-6100 (a very fast dual-core with hyperthreading, which acts like a quad core) could just about manage games of around that time like say Fallout 4 or Skyrim, but for anything newer a true quad core is the minimum.
