Yes it can be adjusted. This is a very nice lunch bag.

Q: Can the shoulder strap hold 2 gallons milk (17 LBS) without ripping the strap off?

I don't think it would hold two gallon jugs....maybe two half-gallon size.

Q: Does condensation collect on the outside when using cool/ice packs inside it?

No it doesn't. I have put ice packs inside before and no condensation. I enjoy it
