Q: can this battle pack work on the ps3?

All characters are machine non specific.

Q: how does the arkeyan crossbow work

Place it on the portal with a Skylander. It will appear in game play.

Q: Can the same characters be used on Wii as Xbox one? I know you need an Xbox One platform - but do I also need to buy all new characters?

I have been told that the figures can be used on all game types (platforms) - the only restriction is the higher level figures can't play on lower level game platforms. Swap figures won't play on a Giant game platform etc.
