Yes. The original Wii Remote and the Wii U Remote Plus share the exact same shape and size, and as the Wii Wheel is no more than a physical accessory for a remote (that is, nothing electronic), both remotes can fit and work easily in the wheel.

Q: Can i use the wheel with nascar 2011?

Not sure. However, the is just a hunk of plastic with no internal electronics so it's is the same as tilting the wiimote as if it was a steering wheel.

Q: does it work with the wii mini?

There aren't any differences between Wii and Wii Mini, besides the fact that you can't play GameCube games or watch Netflix on the Mini. Being there a lack of Internet connection and controller ports.
