Q: Is there a free app that I can use this strap with? All the ones I tried wanted me to pay a monthly fee to use the heart rate function.

Not that I could find. iCardio had a deal for about $30 for the year. I'm really happy with that one. I just looked at other straps that had apps with them and they were still $60+ so it's a decent deal.

Q: What does this product measure beside heart rate?

This is a dedicated real-time heart rate monitor. That said, there are a number of devices and apps that it can be used with to develop other reports and analysis based on the heart rate data.

Q: will this work with a TRUE treadmill?

Does the TRUE treadmill have an ANT+ interface to read a HR sensor? If it does, and you have a Garmin or Wahoo sensor to attatch to the strap, then yes. Without a sensor, it won't do anything since it just a strap without the sensor.

Q: Is this device capable of producing a graph of heart rate versus time for a period of at least 45 minutes? (Assuming connection to some phone app.)

Yes, it can. While the HRM itself does not have any onboard memory, it connects via Bluetooth (phone Apps) and ANT+ (devices/watches/computers) and transmits data to those.
