Q: Does it bleed/stain the concrete?

The bowl does not have drain holes as supplied. I drilled 5 small holes in mine to allow water drain. If it is exposed to rain mine would no doubt stain concrete. The bowl is untreated cast iron and even without drain holes it could drip rusty rain water on whatever surface it sits on.

Q: can it be converted to use gas logs

It's just a big iron bowl, I'm sure you could. Drilling a hole large enough for a gas line through cast iron would require specialized tools like a carbide tipped hole saw. If you're leaving it outside you'll want to drill a hole in the bottom anyway to let water drain out.

Q: Can this be used on a plastic deck?

I've used it on my lawn but only after placing a plywood disc covered with aluminum foil. I would be nervous about using on a plastic deck. I would not do it without some sort of protection.

Q: Do the handles get hot?

That's what they make hot pads for. Once you start a fire I would recommend not moving it or you might get burned.
