Certainly, once you clean the blade. It's not stainless steel, so it will rust if you don't take care of it. That's not what it's designed for though

Q: Why is the sheath so dry and cracked?

The entire product, while serviceable for costuming, is very cheaply made. Including the sheath.

Q: can it be used to defend a black bear attack?

Well, it does need sharpened first, but once it is it is part of a two part process. You got the knife, you need a stick. Now listen...this is an old Native trick: when you find that bear and he stands up, thwack it in it's sack with the stick, then when he bends over you slash it's throat. There you are! (Warning, don't try this Native trick at home. It is a joke, not intended for actual use.)
