Is this a call or tape? Picture shows call but description is for marking tape

Do not know what you are looking at. Pic is the quikcall elk bugle. Very effective product. Just used for 2021 NM hunt season.

Is a reed/latex built in or does this require a mouth call?

The call has a built in reed. There are two rubber o rings you can remove in order to replace it. I recommend carrying replacement reeds that is if you can find them.
