Would this apply to silver leaf? Would it show the metallic through? Will it pull back off the foil?

I’ve only used on bare wood and metal. My preference is the wood. I’d test on a piece to make sure.

Is this food safe as in if I use it on a cutting board?

It’s a stain so I believe before you use it on a food surface you should probably seal it. Maybe check on their website. I haven’t used it on a food surface.

Can this be applied over latex paint

I have successfully applied it over latex paint, but it needs to be less diluted and you'll definitely need to seal it with a poly coat. It also works well over chalk paint. Used on bare wood, this acts more like a stain and can be diluted as much as you'd like.

Would this work on a wood dresser? We were going to paint it white but this stain might look amazing

If you either sanded it to bare wood or put a base layer of chalk paint it works great. I refinished a large kitchen table with US that I sanded first. And then I did two end tables no sanding just painted with a chalk paint then used the US as the top coat. It blends well smells great and it is non toxic.
