No. It's not a shield it's a wire wrap.

Q: "pet braided wire loom operating temp"... will this slip over 3/4" pex water tubing and protect it from rodents?...

Possibly but it is probably a lower grade of the material as it was not too difficult to cut through with scissors but knife was hard, so yes and no. It is pretty good stuff. Had 3 usb wires enclosed on floor and walked on it for two years and it protected them with only scuffing damage to the jacket.

Q: When I looked at 25 foot roll it came with heat shrink switched to 100 foot roll it does not say anything about heat shrink coming with it?

The loom is not heat shrink. It did come with 2 small pieces to secure the ends. Nothing more!
