No. It relies on gravity to hold the pliers in place.

you can put the pliers in how you choose too. but I believe it works best as pictured.

Q: Product description says 2.5 inches tall and under tech details it says 3.7 inches tall. Could some one clarify?

The products actual size is 30"x5.5"x2.5". This seller may be putting it in a 3.7" high box. The problem with Amazon listings, if the first person that list a product puts in wrong information, it is a real problem to get Amazon to change the verbiage. Thanks Ben
